Book Summary
About the Book IN CURATING AND CONTEXTUALISING THESE ESSAYS AT THE INTERSECTION OF LAW, TECHNOLOGY AND SOCIETY, EX MACHIPROVIDES A KEEN ANALYSIS OF THE MOST EVENTFUL DECADE EVER IN TECHNOLOGY POLICY. For over a decade, Rahul Matthan has written a weekly column that sits at the intersection of technology, policy and law. Part future-telling and part on-the-spot analysis, the โEx Machinaโ articles have become something of a cultural phenomenon, a vast archive that holds critical insights into how the Indian state engages with technology. A carefully curated selection from the archive, Ex Machilays out an intelligent and intelligible timeline of the complex developments in this area. Divided into two broad sectionsโdigital public infrastructure and technologyโwith each article succinctly contextualised, the book examines how digital identity, UPI payments infrastructure, drones, maps, artificial intelligence and other technologies are regulated, and what this means for Indian citizens (and sometimes for people everywhere). The result is a thoughtful overview of an incredibly fast-paced decade, capturing the manner in which India wields tech for administration while balancing the risks for its citizens. As much for the involved reader as it is for the lawyer and the policymaker, Ex Machiis a sharp and cohesive account of a critical period in tech from the perspective of a developing country that has huge stakes in the global technology arena. About the Author Rahul Matthan is a partner at Trilegal and leads the firmโs technology practice. He is widely recognised as one of the leading lawyers in the country in all matters relating to technology. After serving for many years on its Management Committee, Rahul is currently a member of Trilegalโs Board. Rahul has increasingly played a significant role in shaping technology policy in the country, having served on a number of government committees in relation to tech policy, including on Non-Personal Data, Artificial Intelligence and various aspects of Frontier Tech. During Indiaโs G20 Presidency, he served as the DPI Advisor to the Ministry of Finance. Rahul writes a weekly column on the intersection between technology, society and the law. He has been included in The Print โs list of Indiaโs economic thinkers to watch out for in the next decade and MIT Sloan Management Review โs list of fifty leaders steering and shaping Indiaโs digital economy.
